Scunthorpe, until 1908 Crosby remained virtually unaffected by the changes going on in the area, but then Sir Berkeley Sheffield allowed mining, smelting and residential development and it erupted as Scunthorpe had done. By 1914 the churches had responded to the spiritual needs of the community as they saw them, providing more or grander buildings, from the Primitive Methodist chapels to the extension of St Lawrence's, Frodingham into a grand town church in 1913. Elementary education had been provided for all and a Pupil Teachers' centre opened in Cole Street, while the virtues of self-help were evidenced in the success of the Co-operative Society.

The 1914-18 War produced an even greater expansion because of the demand for steel which had first been made locally in 1890. By 1919 there were three major firms operating in Scunthorpe and modernisation and expansion of output were to continue up to 1974, through another war, to nationalisation in 1967. By this time the processes had been mechanised and modernised; the unions had established their position and the ultimate managerial control was no longer in Scunthorpe. Scunthorpe had been dubbed the Industrial Garden Town: the deliberate policy of the Urban District and later Borough Council in making the most of the accident of history which provided five nuclei has been responsible for open spaces and visual appeal; the absence of old industrial building coupled with the isolation of the town from other centres made planned expansion possible and when the time came for urban renewal an imaginative pedestrian precinct was made the central feature. Scunthorpe was able, as the largest town in the area, to obtain control over various developments.

Education, more normally the business of the county, under Excepted District status saw first the development of grammar and secondary schools and then in 1968 reorganisation on comprehensive lines. The museum grew to become a district museum serving all North Lindsey; the library developed many new branches for the different parts of the town. The hospital in its long life developed from a tiny cottage hospital to a district hospital serving the whole area. Nor were non-material things forgotten in the post-1919 period: the churches continued to build in the newer areas, often multi-purpose buildings as would best serve the community. The Borough provided a new purpose built Civic Centre as well as a Civic Theatre. Musical activities and drama all contributed to the living fabric of the town.
